Annual International Scientific and Technical Conference "Ecologically Safe and Energy-Efficient Solutions in Cryoengineering" was held in Institute of Refrigeration and Biotechnology, St. Petersburg National Research University of Information Technologies, Mechanics & Optics on January 29, 2014.

Relevant issues of modern state of cryoengineering industry were discussed in the scope of the Conference.

A report on topic "Regulatory requirements at designing of LNG production and consumption facilities" presented by Manilkin Igor Griroryevich has aroused special interest among the Conference participants.

Development of LNG medium-capacity production is constrained by absence of clear fire safety requirements. Therefore a large variety of special technical specifications (STS) should be developed. STS development for medium- and low-capacity projects is often comparable with the cost of design works and the duration of development is approval by the state authorities is often the reason for making a decision on refusal from the project implementation.

With all difficulties of designing, insufficiency and conflicts in regulatory documentation Igor Griroryevich noted that 4 LNG production plants and 11 LNG consumption systems have been built and operate in the Leningrad region. Works on construction of these projects commenced in the beginning of 1990-ies and the first of them were implemented in 1995. These projects demonstrate high level of environmental compatibility and energy efficiency.

In the result of hot discussion between the Conference participants on advantages of LNG use in comparison with propane-butane and particularly with diesel fuel the reworking the existing general rules and development of new ones both for LNG production and storage systems and for LNG consumption projects have become more relevant. It will allow expediting and developing such promising direction as natural gas liquefaction more effectively.

The reports presented at the Conference will be published in "Refrigerating Equipment" and "Bulletin of International Academy of Refrigeration" magazines.
